I’m not sure why Nardacci got the rating she did, but it doesn’t seem like it’s because she didn’t clerk. For COA nominees, at least Mathis and Montecalvo neither clerked nor were sitting judges (federal or state). Just off the top of my head, Lauren King didn’t clerk, and this post indicates that Whitehead didn’t either.
